The World's First Dedicated AI Regulator
The European AI Office, established by Commission Decision in January 2024 and fully operational since June 2024, represents a global first: a dedicated governmental body with comprehensive AI regulatory and enforcement powers. Located within DG CONNECT at the European Commission in Brussels, it has grown to over 125 specialists including technologists, lawyers, policy experts, and economists.
Current Organizational Structure
Regulation & Compliance Directorate
Mission: Ensure coherent application of the AI Act across all 27 Member States. Activities: Developing implementing acts, supporting national competent authorities, creating compliance tools and guidance. Key Output: Guidelines on Prohibited Practices (February 2025), AI Act Service Desk (October 2025).
AI Safety Directorate
Mission: Evaluate and mitigate systemic risks from advanced AI models. Activities: GPAI model evaluations, adversarial testing oversight, incident analysis. Key Output: GPAI Guidelines and Code of Practice (July 2025).
Excellence in AI & Robotics
Mission: Foster European AI research and innovation leadership. Activities: AI Continent Action Plan implementation, AI Factories coordination, research funding oversight. Key Output: Support for 13 AI Factories across Europe, InvestAI funding framework.
Innovation & Policy Coordination
Mission: Monitor AI trends and coordinate cross-cutting policy initiatives. Activities: AI Pact management (2,000+ participating organizations), stakeholder engagement, regulatory sandboxes. Key Output: Apply AI Strategy (October 2025).

Powers and Capabilities
For GPAI models, the AI Office has direct enforcement powers including conducting model evaluations, requesting documentation and information, imposing sanctions and corrective measures, ordering model recalls or market withdrawals, and mandating mitigations for identified risks.
